THE Government's single-minded approach to domestic waste is back on council drawing boards as Environ-ment minister Joan Ruddock asks local authorities in our region to come up with proposals for 'pay as you throw' bin schemes.
This comes just a week after a pilot scheme was thrown out because the technology wasn't up to the job - and after widespread public disapproval.
It has already been shown that any attempt to force people to recycle can easily result in increased
fly tipping as people dump rubbish in the countryside rather than face penalties for not towing a bureaucratic line on rubbish.
Rather than penalise the consumer, the Government should deal with the problem at its source: a common sense approach to packaging is the answer, not further attempts to browbeat people into dealing with a problem of someone else's making.
